The last step of the ERDF block is the most accessible: the information anyone can check from home.

What it contains

• Documentation from open sources — institutional and press, with pieces of November 2023 — on the European co-financing of the Basque Country's aid programmes.
• The identification of the managing circuit: the same one that processed the case's file (A.39.4–A.39.7).

Its evidentiary function

• It establishes the European nature of the money by a route independent of the file: even if not a single page of the case existed, the ERDF co-financing of the Basque circuit would be on record all the same.
• It attests the notoriety of the fact: the European dimension is not a claimant's thesis that the institutions could ignore in good faith.

The closing of the block

With this piece, the ERDF block is composed solely of official and open sources: the programme (A.39.4, A.39.5), its continuity (A.39.6), the rule in the gazette (A.39.7) and the public record of the co-financing. On that basis rests the legal conclusion of the file: the review of the case is also a matter for the Union institutions whose funds are involved.

Each source in the annex is public. Verify them and, then, formulate the competence question: whose is the money — and to whom does its management answer?
