TEN DAYS OF OCTOBER: THE MACHINERY TURNS AROUND

There is an exact moment when the administration that granted, audited and paid begins to prepare the document that will say the opposite. It has dates: between 21 and 31 October 2013.

On 21 October, an inspection visits the company's premises: it is page 260 of the non-compliance file (A.6) — the first piece of the turnaround. Ten days later, on 31 October, the Territorial Delegate of Bizkaia signs an Investment Report on the same project and sends it to the SPRI (DOC-0138, p. 8).

Note who does each thing: they are not external bodies or complainants — they are the very structures of the department that a year earlier had granted 4,845,000 euros and certified investments of 1,778,000. The machinery does not pause to explain the contradiction with its own acts: it simply begins to produce the paper that will replace them.

What does not appear in those ten days — nor in the following months — is the document any serious procedure would require: a technical report stating where the previous audits went wrong, why what was appraised is no longer worth it, what changed. That report is not on record in any of the three parts of the GAUZATU file. The turnaround was carried out without it.
